Sterling tulip spoon brooch

I acquired this little brooch and have been unable to find any information on it. From what I can figure the emblem reads “APT” (middle) & “LOTE EVUOL” (bottom). It’s stamped “STERLING” on the back.
If anyone knows anything about this piece I would appreciate it, I’m stumped!
