Antique glass Perfume? stopper.

Found in Northern Ontario in the 1970s, I assumed this was Canadian 19th century but what liquid would it have dipped in?
Possibly medical rather than perfume I 19th century Canada .Any suggestions welcome!
From my collection of one, but It's special.
