I acquired this Derby Lane (St Petersburg, Florida) dog track police memorabilia grouping a few years ago. In Florida prior to the 1970s+/- it was common for a county sheriff to make security guards special deputies to execute their security duties. The Derby Lane historian said the chief of security was deputized in the late 1960s due to civil unrest so he can make arrests rather than have to wait for the police to show up.
