Bicentennial Jigsaw Puzzles

I have been trying to figure out what these jigsaw puzzles were made for - there is no advertising and I cannot find another one on line anywhere. I bought them at an estate sale of a jigsaw collector, and they were unopened. I don’t want to open if they have some significance, but cannot find anything about them. The printer is in a DC suburb, and it was an election year, but they don’t seem to be political.
