THIS IS ANOTHER PHOTO FIND ! I'M NOT SURE WHERE OR WHAT THIS FACILITY IS ,BUT THE BACK HAS TEXAS POST WRITTEN ON IT. MAYBE SOMEONE HERE CAN RECOGNIZE THIS PLACE! COOL PIC !

The writing "Texas Post" on the picture suggests that this was part of a military post. The image itself looks like it's a photograph of some kind of refinery or perhaps a utility. A utility seems more logical for a military post.
A large military post might have had its own utilities, or even a smaller one if it was out in the country away from any metropolitan area.
Interesting photo...I had a different thought...cereal! Maybe ...

So I suppose the photo could be of a small refinery.
I didn't spend much time looking for one there, though.
OR -- was "Texas Post" a newspaper?? That's what first struck me about that part?? To the pic I'd vote for refinery I think, could the slender tower w/bright spot atop at the LH center (pic 1 & 4) be a "burnoff stack"??

I suspect that you could be right about that slender tower with a bright spot at the top being a flare stack.
Certainly, Texas City does have refineries, but it's a big operation these days:
