Imposing Bamboo Trunk Lined Vase? and Laquered Rim.

The rim and i think the metal lining are laquered black and ochre. This is a large vase at about 12 inches high. Curious as to where it was made and when? Japan? China? And what was it for? Ikebana? The liner seems a bit short for that, but it could work. And of course, what you think of it!
