Could this be a clamp? When you depress the handles the top goes down about 1/2” and the wing nut will raise or lower the slide adjustment. However, it doesn’t lock in place you have to hold it together.
Mystery solved is a tool to press brads into picture frames.
It's pliers for applying brads to wooden picture frames..
