Fostoria glass

After reading another post about a Fostoria piece, I am assuming this is a James Carpenter creation. He did a small production of hand blown pieces in 1977 and 1978. This piece was presented to my mother at a ceremony. I remember someone saying there were only 5 of that kind made, and that a president had one of them. I seem to remember them saying President Ford, but I could be wrong. I was young at the time. Unfortunately, my mother passed 26 years ago. But I have kept this vase safeguarded ever since. Does anyone have any additional information on the James Carpenter pieces for Fostoria. I have never seen another image with these colors. Thank you so much!
