Is this a belaying pin of some kind?

Wondering if anyone can help on identifying this item? At first, I thought it may be a tool for big whiskey barrels where the operator would tighten the pieces of wood to apply the rings. It does have a slightly convex shape. Additionally, there’s a gear that can be locked with a lever. Thanks for the look and any help.
