Antique "Sailor's Valentine"/ Souvenir Made in England

I'm not sure what to call this, but I love it! Some call these "Sailor's Valentines," although sailors purchased these rather than making them. This one was made in England. The tag says "??? Brothers" I believe. There is a cool faux wood backing paper. I discovered this in a local antique/junk store. I read that the pincushion heart represented the sailor's pain of missing his loved ones while at sea.
