Gorham Sterling Silver 4-Inch #23 Tortoise Shell Comb

Comb is 4 inches in length, with markings reflecting it is made by Gorham of sterling silver, and it's their "23" comb. Comb material appears to be tortoise shell in style - either plastic or genuine turtle. I'm not sure. The sheath was with the comb and it fits well, but I am not completely certain that it is original with the comb. Any info or guidance you may have is appreciated.
