Lustre Steam Ship

Lustre (?) steam ship souvenir featuring Bremen Marktplaz in Germany. It is a salt pepper and mustard set with the smoke stacks covering the mustard section. Really great shape, but I had to slowly peal the tape from the thrift store away. Not sure what I am going to do with him but I couldn't leave him to the mercy of the thrift.
Any ideas on age? I could make a case for several different decades.
