I'm not absolutely certain but this looks like a tribute to President Manuel L. Quezon of the Philippines (1935-1944) I think you're probably right in that it commemorates Quezon's navigating through some very rough times in the 30's and 40's. It could also have been made soon after WW II and his death when the manufacture of consumer goods was much more likely.
