This inkwell I've found im my great-grand father's house. I suppose this item is from Europe, 19 century. Am I right?

It looks like a French Art Nouveau inkwell with a tablet for the quill. It could also possibly be late floral Art Nouveau from Austria which is more unusual. Are there any marks?

I can see number "24" and very small letters - I can't read it just now. I'm looking for magnifying glass
