      Noun 1. vulcanisation - process of treating rubber or rubberlike materials with sulphur at great heat to improve elasticity and strength or to harden them

      I would say it's an electric device for heat treating rubber shoe soles, and dates to the mid-20th century. Barge would be the company or retailer name.

      I don't think it's for sewing but looks like the row of holes around the edge could have been for marking or punching holes, for stitching later.
