Hard to be 100% positive from the photos, but I would say it's a decor item made to look old.

You may be correct, we probably just have different views of Old.
What age you thinking?
I'd go with aztom-- looks to be a decorator piece made within the last 20- 30 years. I have seen similar ones in Christmas displays.
