Vintage Cobalt Blue, Hand painted? "French" couple with Ram heads

Found this beautiful lamp today!
It is 13" tall, with such a unique details.
THere is, I guess, hand painted scene of French (not sure) couple.
3 ram heads, possibly bronze
The bottom stage and the part around rams is in cobalt blue color.

Almost forgot, the switch had letter "F" engraved.

These pictures are taken right after the purchase, before I even left the parking lot :) should take some close up pics and upload later.

Any ideas of age, or any history?
