    Japan celebrates the Hinamatsuri (Doll Festival/Girl's Day) every 3rd of March, wherein this type of dolls are displayed in every household who has young girls in their family. These Japanese Dolls have real human hair attached to their heads!

      Yes these are Hina ningyo dolls and are part of the annual doll festival, Hina Matsuri, held all over Japan on March 3rd. Yours from the island Hokkaido.
