Found this Mary poppins figurine can't identify it can someone help me please it's 9" tall seems to be silver in color ,it weighs 3 to 5lbs

For one it is heavy it is also beautiful to look at. Have a really good look around there could be a Silver mark somewhere.
There is the initials trt and #2 stamped inside
It is a 1984 1985 Avon lady award
