This is a Pennsylvania Railroad Key from the Philadelphia Terminal District. The key has had New York Central markings added at a later date. Dual marked keys are not unheard of in areas where 2 railroads shared tracks or a terminal, but the New York Central never served Philadelphia. Does anyone know if this is an early Penn Central key? Then it would make sense.

Its defiantly not Penn Central, the cut is NYC. Penn Central used the most recent PRR cut over most of their lines. The oddity is that the "NYC" is older serif style lettering while the "PRR" is more recent block lettering which dates closer to this style Adlake key.
