I really cannot tell you alot about this buckle, but I definitely would not throw it away. It appears to be old, and I find it unusual to have the name of a city on it. Almost has a silver look to it. It could be rcognition for the firefighters from the city, time period unknown. Just me thinking out loud !
I cleaning out my Grandmother house there is lot of things here. I had the vintage people by they took a lot of stuff and wanted to come back when someone finally told me to get those people out your house and find out the value for yourself. I give away a lot.

Looks like a modern creation-- similar to the "Wells Fargo", "Colts Firearms", "Lincoln", and hundreds of other "historic buckles".
Add a picture of the back to confirm.

The back is indicative of modern construction. It is missing the metal ring that the free end of the belt is looped on to.
My Uncle collected buckles after his death most of them went to my father so itbeen around for a while but im not sure where he got thank you
