This is an early version of Mr Potato Head when an actual Potato or other Fruit or Vegetable was supposed to be used. Also it was before Hasbro was known as Hasbro and instead it is Hasenfeld Bros Inc. I think this was their first big toy to be followed by GI Joe.
For this set Mr Potato Head got a new body which was used for the rest of the classic Potato Head years. The body plugs into the car where the feet would go. As for the boat it just gets pulled behind the car and he can't really float in it.
And please note the nifty box and instructions!
Fort..Did they make different colors? Odd the box shows a different color than instructions and actual toy.

Wow, I love this! I don’t remember ever seeing this before. The graphics are fantastic.
They must’ve come up with the plastic version for the body after people complained about finding rotting vegetables and fruit in their children’s bedrooms lol

I think that big head would make that little boat very unstable. Luckily, potatoes float.
