These were found behind some old lockers at my firehouse. We carry many different tools on our truck for all types of emergency situations. These appear to be some type of bolt cutters but the hooks have me stumped. The handles seem to be made of fiberglass. The hook on the tip moves from side to side so you can access the cutters. Searched the web and ebay with no luck. Any help would be greatly appreciated!

I believe these are intended for cutting energized cables and wires. They are fiberglass so they won't conduct electricity, and the hooks allow you to move a downed wire.
