      I think it may be a victorian shutter stay or hook to hold a wood shutter open.

      I would say rocker hit the nail on the head. Years ago these were on every house and came in different designs. Some pulled up like this one and others rotated left and right. These are quite collectible and people doing period restorations often look for them. The most common one I remember was a big S that rotated left and right and also a rooster. This one appears to be more uncommon and possibly rare. Try to keep it from rusting so if will move. Nice piece.

      If you do an image search on antique shutter dog you will find some similar pieces of hardware.
