This is a vintage Purse / Handbag hanger for hanging off a table-edge.
It features a bubble-front Renaissance-type portrait piece of a couple, possibly enameled?? - This piece is 1 1/2" (38mm) in diameter and swivels all the way around. The back has a cushion-type soft material to prevent slippage on the table. - The marking on the back - JAPAN
