I think this may be the same decor as one posted by IanBrighton a few minutes ago. The shape is different obviously but also this has a satin finish while Ian's looks to be glossy. I thought it might be Kralik going on a vase with a metal foot posted by Jagsrock. Hopefully someone will actually know!

I have one very similar to yours, apart from the casing glass is much thinner. The dark spatter is very dark amethyst, rather than deep, inky blue, on mine. I have a few inky blue satin coral vases that are more or less accepted as Ruckl.
I think this and the one I have just posted have some similarities and also some differences. The one I just posted, for example, has some aventurine.
