A friend found this in her father-in-law's things. Has loose chain circles. I am posting for her. Have not seen myself. Can't tell about handle. I assume it's metal, but could be leather? Could it be used to beat something with? No idea!
At first I thought some kind of scouring pad for pots, but I googled rug beater and this did come up in some images...

Pot scrubber for sure, but please not for your seasoned cast iron.
