Would appreciate any help identifying this stylized ceramic hippopotamus figurine. It is only about 3" inches in height and appears to be signed and also a number on the base.

Hello. This may not be a hippo. Looks like a Finnish Muumi character. Muumi was an animation feature by Tove Jansson.
I have the same thought as stwilla, it does look very much like a mumintroll but to be a mumin it should have a long tail and this one doesn't. So I think this is not a mumin but maybe inspired by them? It is very sweet.
