      This is a cobbler's tool - essentially a highly specialized drawknife. After the welt is sewn to the sole this tool is run around the edge of the sole to cut off any excess material and make the two pieces even. The brass foot can be adjusted to restrict the width of the exposed cutting edge, giving the operator more control.
