She is high up on a shelf at a local flea market and she has been there for quite awhile ruling over her subjects...............anyone have any clue about her?

Oh dear, that's one butt ugly doll....next time you are at the market, ask to look at her. Maybe there is a label inside/under her clothing.
A search brought up a lot of Planet Of The Apes stuff.
Maybe the photo was taken almost right underneath her looking up. At first I thought Elizabeth 1 - but her dress is full of strange things.
