There are an awful lot of impressionist painters painting Paris street scenes, in the rain. Here are but a few, mixed in with other paintings. I see quite a few that look like yours. Also, there are an awful lot of French impressionist painters with the name Jacques, or with Jacques as part of their name. We had a similar painting posted here three years ago, but artist was a different name.
There's a lot of material to find on google with some pertinent search words.

I really like the quality and style of this painting. Very bright and good colors.
