Just Found it, near home i wander what this is and i thing there is something inside like a stone or what ever it is.

On a neutral background if you could please.
It's a cloisonne dragon, what looks like one of a set of so-called "health balls," although why someone tied some sort of cord around it is a mystery. Has the enamel been chipped in one spot, showing the underlying metal?
If you Google "baoding" or "health balls," you'll see a lot of them.
