    Can anyone tell me about this tool? What is it called? What was it used for?

    It is iron, I believe, and has four characters on the side that might be 8778.
    I spoke with a leather guy, as that was my first thought, but he didn't think it was a leather tool.

      Looks like an old nail trimmer for animals that someone left out in the rain

      My WAG is a Hog or Cattle Ear Notch/Marker tool, but i can find no hard evidence of it yet.
