Mystery blond cutie with amber eyes

I rescued this doll from an estate sale and she almost died because she fell apart when I picked her up. Good thing my reflexes saved me from my stupidity of picking her up like I did. I love her eyes and her pretty face. Unfortunately, she has no markings. I photographed the inside of her head because I thought it was cool how a piece of felt (?) was glued inside it to make her mouth. There is a flower appliqué attached to the waistline of the dress. I am hoping that someone can tell me more about her. I found her with two vintage Shirley Temple dolls, 12" and 15" sizes.
