      I would be very surprised if this turns out to be an ashtray.
      With design in the bottom which may represent herbs, this may be a bowl for herb-infused oil such as olive oil.
      I think the shallow indention in the rim is a thumb-hold for secure lifting of the bowl. The other area in the rim is not for a cigarette, it's a pour spout.
      My humble opinion. :-)
