      No idea about the "who", but the "when" would be roughly 1970's. I distinctly remember one or two exactly like it (but other states probably, I don't remember that?) that existed in our own household when I was a kid growing up then... :-)

      These souvenir serving trays are really common and I know several people who collect them. They are quite inexpensive to buy and collect but the investment would take years to show a profit if ever because there are so many of them available. I believe the trays were made in China and decorated in the USA. I believe the reason for making them off shore and decorating them here was a tax related issue to cut costs.
