      Looks like an old pipe cutter without the cutting wheel installed. Pipe cutters don't have any gripper teeth they work with just tightening the tension as you cut.

      If you go to the link I will post you can see the Oswego Tool Company catalog from 1920. Clicking on the catalog page will advance you to the next page. You will see your pipe cutter there.

      Thank you for your replies.

      I believe you are correct :) However, the tool has definitely been modified for some unknown reason as the slot for the upper cutting blades has been filled in....
