      This painting has hung in my uncle joes basement bar since I was a kid the family doesn't know anything about it and uncle joe passed on over 20 years ago he was a waterman that was a cap on some of the biggest Tugboats that worked out of the Baltimore harbor back in the 1960's-70's and 1980's mainly the Fells point piers and I would guess maybe he brought it home from a bar in that area "ANY HELP IS MUCH APPRECIATED
