Ruby Cut-to-Clear bell

Hello. Need help with this Bell (and glass photography as well lol). This is pretty thin glass and does not react to UV light. The handle is panelled and I also believe to be cut. A basic pinwheel/star pattern. Victorian? Foreign? Any ideas or info would be loved...Thanks again.
