Bird band curiosity

Found in a box of junk at an estate sale. Is it an item made for tourists as a souvenir? Looks like it’s made from a nut? When you open up the hinged back (which closes with a hook) there’s two people and a band! Does anyone know what this is and country of origin? Thanks!
