Is this a Pansy Dish?

My grandmother received this from her mother in law many years ago. My grandmother gave it to me and told me it was a Pansy dish. If you put water in it water will fill the bottom and overflow to the outer rim and as the water in the bottom dissipates it refills from the outer water. I hope that makes sense. Can anyone tell me if this is truly what it is? There are no markings anywhere on it. Thanks for your help!
