Unusual quarter sawn oak desk with lifted "cover" and a slide out board with two pencil wells. Not sure what this is....

That's beautiful.

I couldn't find another one just like it, but it does seem to be a typewriter desk. Although, the level of the shelf doesn't seem to be much lower than than that of the rest of the desk surface. On most of the ones I saw, there was a distinct drop.

Is the back of the desk finished?

Also, are those grooves at the front of the shelf long enough to hold pens, or are they perhaps just aids for pulling the shelf out of the compartment?

Good observations--the shelf isn't lower at all, and the grooves are not nearly long enough for a pencil; also, the back is finished.
Perhaps for an adding machine? In an office?

brottman, Yes, I think I can see now why you characterized it as a teacher's desk in your post title.

With a finished back, it was designed not to need to be flush with a wall, and that compartment when closed could be used a lectern.

It also has a lock, so whatever was stored inside would have been vandalism and theft resistant.
