I couldn't find that particular registration number (204482), but the "SJB" probably stands for Samuel Johnson Burslem, and it's presumably newer than No. 202121, which was registered in 1891, but no older than 1931:

Well, I read back, and realized that I had been about as clear as mud earlier.
What I meant to say is that it can't be any NEWER than 1931.
Per potteryhistory dot com, "No. 204482" probably was registered in 1893:

I contacted the OP of thepotteries dot org website, and they made a few corrections, but now I need to make another correction of my own:

The table below gives the year and the registration numbers issued during that year
- for example any Rd number from 19756 to 40479 was issued in 1885

So apparently the number that appears to the right of a given year represents the lowest number, not the highest.
Therefore, it would mean that your piece with a registration number of "204482" was registered in 1892:
1892 185713
1893 205240
