Estate Sale find in Boston, MA - heavy. Can't seem to find anything similar. Could be brass, gold over steel....actually not sure. Antique? Vintage? Handmade? Thanks!

It looks like brass and handmade from here. Steel would be difficult to form like this, even pewter would be.
The weight should tell the story.
