      I took it out of frame it’s on board.

      Probably a foil print. The texture of the surface is not typical for an oil painting.

      In Internet search hits for Vincent Selby, I saw the term foil print over and over.

      I never did find your particular Selby image, but that doesn't mean it isn't out there.
