These are two large paintings even the frames look like they're made very well and seem to be in extremely good condition

Are they painted or prints? They look well done. I think you need more research because prices are all over the place..
It's definitely painted with the canvas on the back because it can only upload four photos I didn't show it

Are they identical? No.
Just for starters, they have different artist names. However, there is at least one odd coincidence with regard to the Arc de Triomphe paintings.
Many painters have painted street scenes with the Arc de Triomphe in the background; however, the repeated presence of that loaded streetcar with the three white horses is interesting.
What I suspect you have are some well-executed paintings made by artists working under contract for a big art vendor business. It sounds familiar, but I must not be holding my mouth right, because I can't give you a link right now.
I could be wrong; I'm definitely not an expert.

It seems like a complicated concept. There's quite a spectrum of decor art, and if these two paintings are indeed decor art, they're at the nicer end of it.

He was born on November 15, 1910 in Paris, France and studied at the École des Beaux-Arts in Rennes, later enrolling at the École des Beaux-Arts in Paris. Gradually Blanchard began to collect images of 1890s Paris, using his source materials to devote his career to painting the city’s landmarks.
