Vintage Decoupage Bear

Hello I’ve just rediscovered this lovely old Bear and thought someone might know how old or where this one is from, I’m guessing England and I’m not sure about the age, got a feeling it’s very old, I’ve had it close to 15 years now , it’s quite heavy for the size,, got a hole under the felt , some kind of ceramic
