I think I found who is it by, it could be Jean Claude Novaro from Biot France, http://www.ebay.fr/itm/magnifique-vase-ou-carafe-a-vin-jean-claude-NOVARO-BIOT-/200979884335?pt=FR_JG_C%C3%A9ramiques_Verre&hash=item2ecb55a92f not very close, but it has same ring type pontil mark, it has silver overlay and it's signed.
