It is a dibble for planting. Google it!

I concur with Rustfarm, a dibble.
I have one just like this one. I purchased it many years ago and was told by someone that seemed to know (he mentioned using it to plant seeds, but said that is not what it was for). It was used to help loosen the large knots in the big ropes used on vintage ships. It even has the name of a company that made nautical items.
