Thinking maybe stars are clues, one side has 14, while other side has 21, which Mississippi flag has 21, looks like it has also been repaired.

I know it has the american stars but all the pictures I have found the same don't have the screw at the bottom for putting the liquid in.

Looks to be a WW1 era lighter that has damage and repairs.

Most that I have seen do not have the screw bottom either-- retrofit?

While I see a lot identified as "trench lighter" or "trench art", I wouldn't consider it to be either. Does fit into the WW1 souvenir category.
